Misconduct in office/criminal sexual conduct‏

RICHLAND COUNTY, SC - Richland County Sheriff Leon Lott stated that Tracy Stephens (DOB 7-20-81) was terminated and arrested today -- charged with misconduct in office and criminal sexual conduct.

Sheriff Leon Lott stated that a woman was arrested on May 15, 2013 for DUI, simple possession of marijuana and driving under suspension, by Stephens, around 2:30 AM. Sheriff Leon Lott stated that after being booked in to the jail she filed a formal complaint with the Sheriff’s Department. The Sheriff’s Internal Affairs Division immediately reviewed the complaint, and working with the Department’s Criminal Investigations Division, determined that Stephens did in fact force the victim to expose herself to him, touch herself inappropriately and did tell her that he would help her with her charges if she would comply with his requests.

Sheriff Leon Lott stated that any concern expressed by ALL citizens, to the Department, will be investigated thoroughly; and if warranted swift action will be taken, by The Sheriff’s Department. The Sheriff has high standards of professionalism and accountability and expects personnel of the Richland County Sheriff’s Department to maintain those standards. The Sheriff added that the 800 men and women of the Richland County Sheriff’s Department serve ALL citizens with professionalism, passion and commitment every day. The fact that one person decided to misuse his authority and victimize a citizen does not reflect the exceptional people that work for the Richland County Sheriff’s Department.
