2 dogs found abandoned, caged in S. Congaree

SOUTH CONGAREE, SC (WIS) - A Midlands woman stands charged with leaving two dogs caged behind a vacant house in South Congaree on Elrod Avenue.

Walter Burkett made the heartbreaking discovery Tuesday morning.

"It's just sorry. I've never seen anything so sorry in my life," Burkett said.

Burkett says this wasn't the first time he's seen dogs dropped off, but the sight of the two dogs he found even left an emotional impact on him.

"Something told me to come by and check. I did, and I was just shocked," Burkett said. "I've seen a lot of bad things in my military career; that's in the top 10."

Lexington County Animal Control has charged the dogs' owner, Nicolette Owens, with two counts of neglect -- one for the maltreatment and the other for leaving the animals restrained or confined on a piece of land that wasn't her permanent residence.

Burkett says Owens left town 2 weeks ago. It's unclear how long the dogs went without food.

Burkett wants others to remember this story when they see possible neglect in their own neighborhoods.

"All you have to do is make a phone call. They don't have to know who you are. A lot of times you can drive by and see the conditions," Burkett said. "Nobody has to know."

Animal Services has the two dogs, but their future is uncertain.

If convicted, Owens could face a $1,000 fine and possible jail time.
