Lancaster Sheriff's Office: Trafficking Cocaine Arrests

Lancaster, SC – The Lancaster County Sheriff’s Office has arrested three people in connection with a drug investigation at a local bar. On Thursday August 4th the Lancaster County Drug Task Force was conducting an investigation at “Good Time Charlie’s” located on West Meeting St. in Lancaster.

Deputies first arrested Rico Green (B/M Age 35) of 407 Nichols Rd. Lancaster and Dyvone Jowers (B/M Age 47) of 2095 Mckay Jowers Loop, Jefferson, after observing them leave the bar. Green and Jowers were followed from the bar and stopped for a vehicle registration violation. Jowers fled from the traffic stop but was caught after a brief foot chase. Deputies seized Crack Cocaine, Powder Cocaine, Marijuana, and a handgun during this traffic stop. Deputies learned that Green and Jowers had purchased the cocaine from someone at the bar.

Deputies then returned to “Good Time Charlie’s” to continue their investigation. Deputies then conducted another traffic stop on another vehicle leaving the bar. Derrick McIlwain (B/M Age 36) was arrested after deputies seized crack cocaine from his vehicle.

Deputies then obtained a search warrant for “Good Time Charlie’s”. During the execution of the search warrant deputies located and seized plastic bags, scales, approximately 1 oz. of cocaine, marijuana, and another handgun. Deputies then arrested the bar manager, James Nicholas Starnes (W/M Age 30) of 4416 Cloverdale Dr., Charlotte, N.C.

As a result of the investigation, Deputies seized approximately $3,000 worth of unlawful drugs and made the following criminal charges.

Rico Green- Trafficking Cocaine 10-28 grams, Trafficking Crack Cocaine 10-28 grams, Possession of Marijuana, Possession of a Firearm during the commission of a violent crime, and Possession of a Firearm by a person convicted of a violent crime. Green is being held at the Lancaster County Detention Center on a $550,000 bond.

Dyvonne Jowers- Trafficking Cocaine 10-28 grams, Trafficking Crack Cocaine 10-28 grams, Possession of a Firearm during the commission of a violent crime. Jowers is being held at the Lancaster County Detention Center on a $175,000 bond.

Derrick McIlwain- Possession of Crack Cocaine. McIlwain is being held at the Lancaster County Detention Center on a $25,000 bond.

James Starnes- Trafficking Cocaine 10-28 grams, Trafficking Crack Cocaine 10-28 grams, Possession with intent to distribute Marijuana, Possession of a Firearm during the commission of a violent crime, and Possession of a Schedule III controlled substance. Starnes is being held at the Lancaster County Detention Center on a $525,000 bond.

Sheriff Faile said, “This is a great example of how we can take a little information from a citizen and combine it with some great police work to get these offenders and dangerous drugs off of our streets. I would like to encourage citizens to continue reporting suspicious activity so we take action.”
