Wanted for three counts of threats of violence by gang member to solicit membership

RICHLAND COUNTY, SC - Richland County Sheriff Leon Lott is asking for the community’s assistance in locating Timothy A. Kinlaw (DOB 8-17-84) on three counts of use of threats of violence by a gang member to solicit membership or prevent withdrawal; and three counts of contributing to the delinquency of a minor.

Sheriff Leon Lott stated that Kinlaw, a self admitted gang member, harassed the victim’s regularly about joining his gang and after several refusals, Kinlaw informed them that they did not have a choice and were now members of his gang -- saying that if they didn’t follow the rules he and fellow gang members would conduct drive by shootings at their homes and assault them and their family members. The Sheriff added that Kinlaw also coerced three juveniles into breaking into multiple vehicles, in order for them to gain rank within the gang, by using threats of violence.

Sheriff Leon Lott stated that gangs will not be tolerated nor will the recruitment and threatening of any citizen. The Sheriff added that our children need to know they have the support and protection of the Sheriff’s Department and community when they make the right decision to stay out of a gang.

Sheriff Leon Lott is asking for assistance in locating Kinlaw and stopping all gang activity. Anyone with information on the whereabouts of Kinlaw or any gang activity should call, email or text your anonymous tip to Crimestoppers.
